The Program in Global NCDs and Social Change at Harvard Medical School and the NCD Synergies project at Partners In Health are requesting applications from in-country stakeholders interested in supporting national governments to establish subnational or national-level NCDI Poverty Commissions. 

New Commissions would begin in late 2020 and engage in an established 12-month process of quantitative analysis, priority-setting, report development, and dissemination of key findings and recommendations. The full Request for Applications can be viewed and downloaded here.

Successful applicants will receive technical support as well as a seed grant of US$25,000 to support key personnel, data analysis, convenings, and dissemination of findings. 

National NCDI Poverty Commissions will be eligible to participate in regional and global events supported by the Network focused on advocacy and network building, training and capacity building, and research collaboration.

Eligibility

• Locally-registered non-governmental institutions engaged in the areas of clinical or public health implementation, training or academics, research, health policy translation, civil society or advocacy, or related fields are eligible to apply.
• Applicants should provide a letter of support or endorsement from governmental partners (typically from the relevant line ministry responsible for health services).
• The applicant must be from a country with at least one sub-region with >25% extreme poverty as defined by the multidimensional poverty index.

• Applicants from countries with existing national-level NCDI Poverty Commissions are not eligible.
• Applications may be submitted in English, French, Spanish, or Portuguese.

Criteria for Selection 

Applicants will be evaluated on the following criteria:

• Magnitude and severity of NCDI burden of disease affecting population living in extreme poverty
• Current capacities and gaps in existing national NCDI response
• Potential for contribution and impact by the NCDI Poverty analytic framework and processes
• Interest, experience, potential capacities of applicant and partner institutions
• Successful experience and accomplishments in partnership with government on technical assistance, research, policy translation, or related fields
